We never took out flood insurance (and Houston floods a lot. It is built on a swamp) because we don't live in a flood plain area. After TS Allison 4 years ago when areas that had never flooded were under water, we couldn't write that check fast enough.
PS: I am very proud of what Houston is doing to help all these people. And those being helped are very greatful.
