To answer your question about Oceania, all suites Concierge level (category A3 and above) have mini-fridges.

When I was on the Diamond Mark Conroy had an open forum and one of the things he discussed was the all inclusive liquor policy. He said it was one of economics, that RSSC cannot afford to lose the income they make annually on drinks. A passenger then asked why the prices weren't raised a bit to make it all inclusive. He indicated there were too many non-drinkers that objected to raising prices to accommodate those who wanted all inclusive. I am sure someone will ask him again on the President's cruise and it will be interesting to hear the update.
