I think the no jacket rule for the guys is going to be just fine. And as far as the gals go, I think your idea of jazzing up a sun dress is perfect. I don't recall seeing anything obviously "formal" at any time. Colorful, fun, and light materials is how I could define the look for the ladies. Have a ball!!!
