Have to agree about the included tours. While, for the most part, they are as good as big bus tours can be, they still are big bus tours. Not my cup of tea.
Sadly, I believe that Pat is correct. The all included tour is a great marketing thing. It is clearly putting butts in the bunks. So, I doubt that the policy will be changed any time soon.
