They have millions of dollars at stake when they take us places. They aren't going to jeopardize the passengers safety not risk their investment in their ships, brand, or crew either. It would be difficult for them to answer any questions if they erred on the side of taking a risk.

I also think they make decisions like that as a group through CLIA and through information from the US State Dept.
