As Cookson said, they had to get on the island using the locals' longboats. It takes quite a while to travel from the island to the ship and it would take some time just loading & unloading the longboats. The Navigator must not have had many guests or only a select few made the journey to shore. How would the Marina choose which guests would get the opportunity and what kind of rebellion would there be amongst the unchosen?
