The 18% tip to bar staff is separate and is added automatically to your drink chit. The daily tip for room and dining room staff is added to your account on the last full day of the cruise. At least for U.S. passengers, I don't believe you can pay the gratuities upfront as part of your cruise fare. I've only taken one Oceania cruise, so I could be mistaken. Of course, as you mention, sometimes prepaid gratuities are offered by a TA.
