Just because some airlines are partners doesn't mean that they can issue an e-ticket that would cover travel on the partners. I was recently on Lufthansa and Thai on a ticket issued by USAirways (they're all Star Alliance partners) and it had to be a paper ticket. I just got another award ticket for Bangkok next February flying Korean using a Delta ticket and it also has to be a paper ticket despite they're both SkyTeam partners.
