Ciragan Palace on the Bosphorus gets my vote.. but again that would depend as Suzanne said on your budget -Ciragan pricey..but fabulous! There is the Conrad ( Hilton)too that is alot less $ but really a wonderful hotel. http://www.ciragan-palace.com/
